Reducing time for import and export procedures by temporary admission

The workshop on ATA carnet and Instanbul Convention on temporary admission took place on Nov.18th.2014 in the Grand Plaza Hotel, Hanoi. The event was organized by the General Department of Customs and the Asian International Chamber of Commerce (ICC).

The workshop was attended by Mr. Vu Ngoc Anh, Deputy General Director of the Vietnam Customs; Mr.Vu Tien Loc, Chairman of the Chamber of Commerce and Industry of Vietnam (VCCI); Mrs. Lee Ju Song, ICC Director and representatives of Ministries, Vietnam Customs, VCCI, ICC and the business community.
In order to meet the increasingly demand for goods temporarily imported for re-export, especially goods for fairs and exhibitions, advertising … , Customs offices in all countries over the world have set up a customs management system called the temporary admission for handling goods temporarily imported for re-export or temporarily exported and re-imported through one or more countries.
This admission allows goods to be temporarily imported into or exported out of a country in a certain time period provided that the owners who temporarily import or export ensure to re-export or re-import within a certain time period and abide the regulations of the country where the goods depart or arrive.
Temporary admission allows minimizing the procedures related to import and export (declaration, payment and tax reimbursement, handling permits) because these requirements have been implemented before, in the country’s shippers by using ATA carnet. This is one of advanced customs service methods aiming to facilitate in maximum for some trade activities (exhibits, fairs, events, professional appliances).

At the workshop,  Mr.Vu Ngoc Anh said that, joining in the Istanbul Convention will be a new tool to facilitate trade  for Vietnam, towards a good balance between control and facilitation in the exchange of trade, investment, culture and international tourism. Participation in the temporary admission under international standards is also one of the recommendations of the Agreements on Trade Facilitation of World Trade Organization (WTO) which WTO members are obliged to perform.
At the workshop, the delegates could listen and share experiences on temporary admission of international merchandises under the Istanbul Convention presented by Mrs.Lee Ju Song – ICC Director, the senior expert on goods temporary admission. Workshops took place in 03 days, from Nov.18th to Nov.20th.2014.
